To Be Designed is a wholly woman owned firm whose principals each bring more than twenty-five years of multi-disciplinary experience managing projects at a range of scales for municipal, institutional, and corporate clients as well as private individuals.

Carla Francazio, AICP, founder and owner of To Be Designed

Ms. Francazio is a certified urban planner and designer with extensive experience in facilities and institutional planning. As a planner, she managed strategic and campus master plans, due diligence, interiors and architectural studies for public sector clients and private institutions. She coordinated interdisciplinary project teams in Houston, New Haven, and New York City on Federal Hope VI urban public housing redevelopments projects. For the Central Artery/Tunnel project she helped facilitate city-wide public participation efforts. Ms. Francazio currently serves as chair of the City of Melrose Planning Board where she reviews residential and commercial development projects and advises on Smart Growth best practices.

Ms. Francazio holds a Master of City Planning and a Master of Architecture from MIT, and a Bachelor of Fine Arts in Environmental Design from Massachusetts College of Art.
